Convert a property from one type to another (event, user and system)

This is especially important for customer onboarding. A new customer hasn't solidified what's what and we're finding that we've miscategorized properties frequently as we get started. It would be great to be able to move them around.

Use case #1:
we just mistakenly set some properties as the incorrect type when they were created, I assume this is a one time thing, but one never knows
Use case #2:
I don’t come from a well-structured tracking plan, so some properties were created twice; as event and as user properties. I ended up archiving the incorrect ones since there was no merge/type change option I could find.
