Properties (and possibly Metrics) should be assignable to Domains

Some teams aren't in charge of events, but rather they are in charge of defining and maintaining properties (and maybe metrics).
For example, folks on the EDU team care more about user level properties that are on a host of regular usage events, rather than defining the specific usage events themselves.
They are in charge of the property definitions and they are in charge of making sure they are attached to relevant events, but they are not in charge of those events themselves.

Properties can now be added to stakeholder teams and stakeholder teams can also own properties.
